• <br /> June 5, 1998 <br /> Mayor Clarence Rannallo, City Council and Staff <br /> City of St. Anthony <br /> 3301 Silver Lake Rd. <br /> St. Anthony, MN 55418 <br /> Re: City of St. Anthony Water Resource Management Plan <br /> Dear Mayor, Council and Staff: <br /> The Silver Lake Homeowners Association Water.Quality Committee met on June 4th, 1998 to <br /> consider the St. Anthony Water Resource Management Plan. We have several comments and <br /> questions. <br /> 1. What is the city's plan for the RCWD recommendation that the city be more proactive <br /> before development occurs? We would support the city taking a proactive position on <br /> water quality issues in this Resource Management Plan. . <br /> • 2. WSB & Associates has made statements regarding treatment of water flowing into Silver <br /> Lake which seem to minimize the true extent of water draining into Silver Lake untreated. <br /> Todd E. Hubmer, P.E., letter to RCWD engineer Derek Knapp, dated April 9, 1998 page <br /> #4, paragraph 3, last sentence "the City of St. Anthony has very little drainage area <br /> tributary Silver Lake which is not pretreated." Although this statement does not appear to <br /> be a part of this report it appears to be used by Mr. Hubmer to justify the City of St. <br /> Anthony's failure to include a comprehensive plan for the storm water run off that flows <br /> directly into Silver Lake untreated. We have marked those areas that are currently <br /> untreated on the attached map. We are concerned with these areas flowing into Silver <br /> Lake and the fact that this plan does not address these areas as requested by the RCWD <br /> engineer. <br /> a. Approximately 3/4's of high density commercial area directly south of Silver Lake is <br /> untreated. <br /> b. Water currently drains along Silver Lake Road from approximately 35th and Silver <br /> Lake Road over to Edward St directly into Silver Lake with no treatment plans. <br /> c. Stinson Blvd from railroad tracks to Silver Lane (1/2 street) plus all businesses <br /> including a gas station, car repair, car wash, vacant restaurant and office building all <br /> drain into Silver Lake without treatment. <br /> d. All Silver Lane, Silver Lake Court and Silver Lake Terrace drain to Silver Lake <br /> untreated. <br /> e. Most of parking areas on the east half of Equinox Apartments drains to Silver Lake <br /> • untreated. <br />
