Construct Overflow Swale and F000dproofing Measures <br /> This option considers the construction of an overflow swale between 2709 and 2713 Pahl <br /> Avenue and floodproofing 2800 St. Anthony Boulevard, 2701, 2705, 2709 and 2713 Pahl <br /> Avenue. Implementation of this alternative may have the following impacts: <br /> 1: Will provide between 50-year and 100-year flood protection with no freeboard. <br /> 2. Street flooding will occur more frequently due to a reduction in the proposed <br /> stormwater storage volume. <br /> 3. Five property owners will be affected by this option. <br /> 4. The City will require a waiver of liability prior to completion of flood proofing <br /> measures on private property. An opinion or recommendation from the City's <br /> attorney should be sought before completing a public improvement on private <br /> property. <br /> Estimated Cost: $115,000.00 <br /> . V. Delay Purchase of 2709 Pahl Avenue <br /> This option looks at delaying the purchase of 2709 Pahl Avenue until such a time as <br /> residents can find suitable housing within the City of St. Anthony or until their family <br /> needs change such that they would be willing to sell their property to the City. This <br /> alternative would allow the residents within the vicinity of this project to be eligible for <br /> the City's flood proofing grant program. Implementation of this option would have the <br /> following impacts: <br /> 1. Residents will be susceptible to flooding for events less than a 100-year storm <br /> event. <br /> 2. Residents will be eligible for participation in the City's flood proofing grant <br /> program. <br /> 3. Allows the family to remain within the City of St. Anthony. <br /> 4. At some time in the future,this option will provide 100-year flood protection. <br /> Estimated Cost: $250,000+ <br /> VI. Delay Purchase,of 2709 Pahl Avenue and Construct Overflow Swale <br /> This option combines Options IV and V to provide the residents an additional level of <br /> . flood protection until the home at 2709 Pahl Avenue can be purchased.
