18 <br /> October 16, 2000 <br /> • Michael Mornson, City Manager <br /> City of St. Anthony Village <br /> 3301 Silver Lake Road <br /> St. Anthony, MN 55418 <br /> Re: Project Description of Master Planning Process <br /> Dear Mr. Mornson: <br /> This Project Description details the redevelopment Master Planning Process of the <br /> approximately 250 acres in northwest St. Anthony containing Apache Plaza Mall and the <br /> Salvation Army Fresh Air Camp site that the consultant group listed below will <br /> undertake for the City of St. Anthony, MN. <br /> Project Consultants <br /> As the lead.consultant Dahlgren Shardlow and Uban (DSU) will facilitate the process, <br /> coordinate the consultant team and provide urban planning services; Ehlers and <br /> Associates (EHL) will provide financial feasibility analysis; JMS Communications and <br /> Research (JMS)will be responsible for communications; Hammel, Greeen and <br /> Abrahamson (HGA) will conduct the analysis of the redevelopment costs for Apache <br /> Plaza; WSB and Associates (WSB) will be responsible for environmental analysis and <br /> remediation planning for Silver Lake; and Maxfield.Research f(Max) will provide market <br /> research for the project. <br /> Objectives of Service <br /> The objectives of service are as follows: <br /> Develop a master plan for the project area located in the northwest quadrant of <br /> the city <br /> Redevelop a mostly vacant, outdated retail center by allowing creative reuse <br /> Determine the most cost effective method of redevelopment for Apache Plaza: <br /> demolition, clean-up and site preparation versus adaptive reuse <br /> Explore innovative and watershed-wide techniques for surface water <br /> management to improve Silver Lake's condition <br /> Provide more employment opportunities for residents within walking distance of <br /> transit and other uses <br /> Determine housing needs of the city, in particular, life cycle and affordable <br /> housing <br /> Reestablish, if not increase, use of transit, and provide more amenities to <br /> encourage walking and biking <br /> Involve the community in determining the best type of redevelopment for the <br /> northwest section of the city <br /> Cooperatively work with adjacent and/or affected units of government <br /> Develop a trail system around Silver Lake to provide public open space <br /> 1 of 9 <br />
