19 • Project Description The project description responds to the objectives of the project. We believe that our methodology will produce a meaningful, cost effective and responsive plan for the City of St. Anthony. The project consists of the following four phases: Phase I: Planning, Environmental, and Market Research and Analysis.. Phase II: Preliminary.Concept Plan Development, Affirmation of Community Vision Phase III: Evaluation of Alternatives Phase IV: Preparation of Redevelopment Master Plan Planning Steering Committee meetings and City Council updates will take place at regular intervals throughout the project. Financial feasibility analysis, and communications activities will also occur during all stages. Phase I: Planning, Environmental, and Market Research and Analysis of Redevelopment Area An important element of Phase I is the establishment of a Planning Steering Committee to act as an advisory group to the project and ensure effective communications between interested parties. Another early component to the project is the adoption of a communications plan. A planning analysis will be undertaken that focuses on existing conditions in the project area in terms of land use, transportation, public services, natural systems, infrastructure, plans and regulatory controls. Environmental analysis on a watershed wide scale will be carried out and remediation measures identified that will help.improve the water quality of Silver Lake. A market study-will be conducted to determine the potential for residential, commercial office and retail, light industrial and • recreational uses within the project area. A cost analysis of the costs to demolish the existing Apache Plaza main building and prepare the site will also be undertaken. Specific tasks in Phase I will include: Task 109: Project initiation meeting, Steering Committee formation The primary purpose of this meeting is to address administrative and coordination concerns related to carrying out this planning effort: 1. Confirm project goals and objectives; 2. Refine the project description; 3. Clarify contractual interpretation; 4. Review individuals' roles and responsibilities; 5. Confirm membership of the Planning Steering Committee; and 6. Establish a project schedule and a basis for all.participants to work together to ensure a successful project. The project initiation meeting will function as the first meeting of the Planning Steering Committee. The committee should consist of members of the St. Anthony City Planning Commission, the Ramsey County limnologist, representatives of the Rice Creek Watershed District, the St. Anthony Parks Department, the Chamber of Commerce, the School Board, Hennepin County, concerned local property owners, neighborhood residents, and other concerned parties as appropriate.
