19 <br /> • Project Description <br /> The project description responds to the objectives of the project. We believe that our <br /> methodology will produce a meaningful, cost effective and responsive plan for the City of <br /> St. Anthony. The project consists of the following four phases: <br /> Phase I: Planning, Environmental, and Market Research and Analysis.. <br /> Phase II: Preliminary.Concept Plan Development, Affirmation of Community Vision <br /> Phase III: Evaluation of Alternatives <br /> Phase IV: Preparation of Redevelopment Master Plan <br /> Planning Steering Committee meetings and City Council updates will take place at <br /> regular intervals throughout the project. Financial feasibility analysis, and <br /> communications activities will also occur during all stages. <br /> Phase I: Planning, Environmental, and Market Research and Analysis of <br /> Redevelopment Area <br /> An important element of Phase I is the establishment of a Planning Steering Committee <br /> to act as an advisory group to the project and ensure effective communications between <br /> interested parties. Another early component to the project is the adoption of a <br /> communications plan. A planning analysis will be undertaken that focuses on existing <br /> conditions in the project area in terms of land use, transportation, public services, natural <br /> systems, infrastructure, plans and regulatory controls. Environmental analysis on a <br /> watershed wide scale will be carried out and remediation measures identified that will <br /> help.improve the water quality of Silver Lake. A market study-will be conducted to <br /> determine the potential for residential, commercial office and retail, light industrial and <br /> • recreational uses within the project area. A cost analysis of the costs to demolish the <br /> existing Apache Plaza main building and prepare the site will also be undertaken. <br /> Specific tasks in Phase I will include: <br /> Task 109: Project initiation meeting, Steering Committee formation <br /> The primary purpose of this meeting is to address administrative and coordination <br /> concerns related to carrying out this planning effort: <br /> 1. Confirm project goals and objectives; <br /> 2. Refine the project description; <br /> 3. Clarify contractual interpretation; <br /> 4. Review individuals' roles and responsibilities; <br /> 5. Confirm membership of the Planning Steering Committee; and <br /> 6. Establish a project schedule and a basis for all.participants to work <br /> together to ensure a successful project. <br /> The project initiation meeting will function as the first meeting of the Planning Steering <br /> Committee. The committee should consist of members of the St. Anthony City Planning <br /> Commission, the Ramsey County limnologist, representatives of the Rice Creek <br /> Watershed District, the St. Anthony Parks Department, the Chamber of Commerce, the <br /> School Board, Hennepin County, concerned local property owners, neighborhood <br /> residents, and other concerned parties as appropriate. <br /> Task 101 product: A clear understanding of project parameters and process by all <br /> parties. <br /> 2 of 9 <br />
