22 • ll. Summary of Findings to Date:A brief chronology of previous redevelopment efforts will be presented along with the results of Phase 1 analyses. Ill. Reaffirmation and Prioritization of Issues and Objectives: The participants Will go through an exercise to come to a broad based agreement on the importance and priority of the pertinent issues in light of the findings of Phase L IV. Visual Preference Survey: A presentation of the preliminary concept plans including different physical site arrangements, designs, appearances and types of neighborhood links will be presented to the participants. Along with the visual elements the most important tradeoffs required by each option will be presented. V. Design Session: The participants will be separated into smaller groups to focus on solutions for specific redevelopment elements. Participants will have an opportunity to be directly involved in the design of their community by actively participating in this hands on session and to share their thoughts and knowledge of the area with the design team. The end result of this session will be further refined concept plans produced by the individual groups. Vl. Summary presentation: Small groups present their concepts. Task 202 product: Broad based community agreement on the priority of issues and objectives, community involvement in the planning and design process, and concept plans responsive to the community objectives: I Phase III: Evaluation o f Alternatives Phase III will be used to select a preferred option from the concept plans for redevelopment formulated and refined during Phase II. Specific tasks in Phase III will include: Task 301: Steering Committee workshop to evaluate concept plans and recommend a preferred option The steering committee will be brought together in a workshop setting to review the concept redevelopment plans and make a recommendation to the City Council of the preferred option. This process will involve making recommendations regarding the o redevelopment of Apache Plaza (renovation� rpartial renovation with new construction, entire site redevelopment, use mixes, etc.), redevelopment options for the Fresh Air Camp (full park use, partial park with additional development, etc.), environmental mitigation strategies to reclaim the lake, and potential changes to regulatory controls to promote the desired pattern of development. Task 301 product: Recommendation,to City Council by Steering Committee of a preferred concept redevelopment plan. Task 302:Presentation to City Council of preferred concept redevelopment plan.
