(ELS) has contracted with the City of St. Anthony through <br /> it's consulting engineering firm, WSB, to assist in the negotiation and acquisition of <br /> ponding rights for the Harding Street Project. ELS is a Minnesota corporation that has <br /> provided land and right of way acquisition and relocation assistance services since 1972. <br /> Our current level of staffing is 12 full time employees and 3 part time employees, with <br /> individual experience in the right of way and relocation fields of up to 35 years. <br /> Different employees have different areas of expertise (often overlapping), but collectively <br /> the company has employees experienced in the areas of route selection and development, <br /> both field and title research and analysis, document and file preparation, negotiation and <br /> relocation assistance (including compliance with local, state and federal procedural <br /> requirements).. <br /> ELS has extensive experience in acquisition activities and relocation work for public <br /> entities. The firm's staff is recognized for the wide variety of projects on which they.have <br /> • worked under the guidelines of the Federal Uniform Relocation Assistance and Real <br /> Property Acquisition Act of 1970, as amended, the implementing federal regulation 49 <br /> CFR Part 24. We have also worked on projects under specific funding sources HUD <br /> Section 811, CDBG, US Army Corps of Engineers, Federal Aviation Administration, <br /> Federal Highway Administration, and Minnesota State Aid. ELS has provided acquisition <br /> and relocation services to over 60 public entities. <br /> ELS is the only consultant approved by Minnesota Department of Transportation for both <br /> acquisition and relocation services and we are currently providing services to them. <br /> Certified Appraisals were obtained on each parcel requiring acquisition for the necessary <br /> ponding easements on the Harding Street Project. These appraisals were obtained by an <br /> independent appraisal firm named Bettendorf, Rohrer, Knoche .& Wall. Mr. Mike <br /> Bettendorf completed the reports at the end of November 2000. Mr. Bettendorf's <br /> completed reports are the basis for the monetary offers that have been given to the <br /> individual landowners. All 10 property owners have received written offers for the <br /> acquisition of the easement rights. <br /> Due to time constraints it will be necessary to file the condemnation petition in February <br /> of 2001 to meet the construction schedule for this project. All landowners have been <br /> informed of this process and understand the need to file the petition in February. ELS will <br /> • continue negotiations with all landowners that have not signed the easement documents <br />
