Executive Summary <br /> This report is a Buildings Conditions Survey for the Office Furniture Liquidation facility located at 2654 <br /> Kenzie Terrace in St.Anthony,Minnesota. The purpose of the survey is to evaluate the existing physical <br /> building conditions and make recommendations regarding the feasibility of using this facility as a publicly <br /> owned Teen Center for the City of Anthony. <br /> Assumptions <br /> The observations listed in the Findings portion of this survey and summarized below include two <br /> approaches for building improvements. The assumption for each approach is as follows: <br /> First Approach: <br /> • The City would either continue to use the building as it currently exits or as a similar <br /> warehousing function <br /> • The City would improve this facility to the same or better standards as they require from their <br /> business owners <br /> • The city does not have any other legal encumbrances on this property that is considered a <br /> hindrance in converting this facility into a Teen Center or any other city owned facility <br /> Second Approach <br /> • The City will convert the existing building into a Teen Center <br /> • The City would improve this facility to the same or better standards as they require from their <br /> business owners <br /> J • Only upper level of the building will be upgraded to meet ADA accessibility requirements to <br /> �l avoid the installation of new elevator in the building <br /> • The city does not have any other legal encumbrances on this property that is considered a <br /> hindrance in converting this facility into a Teen Center or any other city owned facility <br /> • The Teen Center is to function as a large gathering space with very little separation of spaces <br /> within the facility <br /> Summary of Finding <br /> • The original building was constructed in 1957 and is found to be structurally sound and in <br /> good condition.(See Appendix for building condition definitions). <br /> • Structurally,the building was over built and over designed for its original intended use, <br /> consequently it is showing very little deterioration for its age. <br /> • In order to sustain and protect the life of this structurally sound building,immediate <br /> maintenance needs must be implemented. See Section III for an itemized list of repairs <br /> • Probable cost for maintenance repairs and <br /> Minor alterations for ADA Compliance: $60,000— $80,000 <br /> • To convert this facility into a publicly owned and operated Teen Center,renovation is <br /> recommended and required.See Section III for an itemized list of renovation needs. <br /> • Probable cost for interior alterations,site improvements, $390,000—$480,000 <br /> and maintenance needs listed above: <br /> 2 <br />
