City Council Regular Meeting Minutes <br /> April 13, 2004 0$ <br /> Page 8 <br /> 1 Village to provide an annual payment of$52,175 commencing January 1, 2005, through <br /> 2 December 31, 2006. <br /> 3 <br /> 4 Discussion: <br /> 5 <br /> 6 Mayor Hodson suggested available options should be explored with adjoining communities, for <br /> 7 example. <br /> 8 <br /> 9 Councilmember Faust asked if this had ever been explained to the public. He requested <br /> 10 Councilmember Horst give an explanation. <br /> 11 <br /> 12 Councilmember Horst indicated 30 years ago cities across the State entered into an agreement <br /> 13 that the State would allow school districts to levy for park and recreation programs,which were <br /> 14 handled through the School District and Community Services; however, during budget cuts the <br /> 15 Governor disallowed that levy authority. He stated the City was asked to "fill in the gap,"which <br /> 16 it did. He added the City was currently asked to provide funding for an additional period, during <br /> 17 which time the City would explore if the funding should be made available on a permanent basis. <br /> 18 He stated different options would be investigated that could accomplish the same thing. <br /> 19 <br /> 20 Motion carried unanimously. <br /> 21 <br /> 22 B. Sister City Stone Sculpture Symposium. <br /> 23 Councilmember Faust explained the Sister City Association entered into an agreement with <br /> 24 International Sister City and State Sister City to do a stone sculpture symposium next summer. <br /> 25 He indicated a letter was received in February from the City's Sister City Association indicating <br /> 26 they had decided last fall to participate with the State City Association and the Sister City Stone <br /> 27 Sculpture Symposium in 2005. He noted the sculptures would be placed in public places in <br /> 28 sister cities statewide. <br /> 29 <br /> 30 Councilmember Faust indicated the City's sister city, Salo(?), Finland, would be asked for a <br /> 31 master stone sculptor and St. Anthony Village would be asked to find a location for the <br /> 32 sculpture. He noted a motion needed to be made agreeing to find a site yet to be determined, <br /> 33 which would allow Councilmember Horst to go to the Sister City Association with the message <br /> 34 that the City would find a place for the sculpture. <br /> 35 <br /> 36 Motion by Councilmember Faust, seconded by Councilmember Stille, to affirm to the Sister City <br /> 37 Association that the City of St. Anthony would identify a site for the installation of a sculpture <br /> 38 completed through the Sister City Stone Sculpture Symposium. <br /> 39 <br /> 40 Discussion: <br /> 41 <br /> 42 Mayor Hodson noted the City had several options. Councilmember Faust suggested a site not be <br /> 43 chosen at this point, as only an affirmation that the City was going to find a site was needed. He <br /> 44 indicated his motion was only committing to a space of land on public property for the sculpture. <br /> 45 <br />
