Page Three <br /> • B. Army Phase II Study. <br /> The Army has concluded that TCAAP is a source of contaminants and that the <br /> contaminants are migrating from TCAAP to the southwest. My staff concurs and <br /> believes that contaminants are likely also migrating to the northwest in shallow <br /> ground water. A'Phase• II Study is necessary to not only locate the sources of <br /> contaminants at TCAAP but also to investigate the mechanisms of contaminant <br /> transport within and beyond TCAAP and to determine the fate of TCAAP contaminants <br /> transported beyond TCAAP boundaries. Based on the information currently <br /> available to my staff, the- appropriate areas for the Army's initial off-base <br /> study include the area between TCAAP's southwest corner and Long Lake north <br /> of "Butcher's Railroad Spur" and the area between TCAAP's northwest corner <br /> and Rice Creek. Subsequent studies may be required for additional areas. <br /> According to your February 23 letter, USATHAMA is already initiating a Phase II <br /> study. However, -it is unclear whether the questions set forth above are part of <br /> the Army's proposed work. I request that the Army submit to the MPCA by <br /> April 1, 1983, a Phase II study proposal that includes the above areas of <br /> investigation. My staff will review the proposal and submit revisions. <br /> C. Army Contaminant Removal and Control . <br /> You state in your letter that the Army will take actions to control sources of <br /> contaminant migration once they are defined. We agree that this is an important <br /> action once the sources of contamination are located. We expect a commitment <br /> • from the Army that it will respond in a proper and expeditious fashion to <br /> alleviate those TCAAP contaminant sources that are identified during the <br /> Phase II Study. In addition, we request that the Army implement now any <br /> remedial measures which would be appropriate at this time. <br /> D. Water Supply. <br /> A number of off-base private drinking water wells have been contaminated to <br /> such a degree that the use of these wells as a source of drinking water and <br /> other household purposes has been precluded. Six such private parties directly <br /> southwest of TCAAP are now without a useable source of water. As discussed in <br /> this letter, we believe that sources on -TCAAP have caused this contamination. <br /> We request that the Army immediately arrange to provide these private parties <br /> with an adequate source of noncontaminated water. If the Army's Phase II <br /> Study_ or other investigations discover other wells similarly contaminated by <br /> TCAAP sources, we would expect the Army to provide those well users with <br /> noncontaminated water also. Please give us your reponse to this request by <br /> April 1, 1983. <br /> E. Aquifer Rehabilitation. <br /> The data that has been generated to date indicate that contaminants from TCAAP <br /> sites have reached the Prairie du Chien-Jordan aquifer from which approximately <br /> 75 percent of the ground water used in the Twin Cities metropolitan area is <br /> pumped. It is likely that both on-base and off-base remedial measures will be <br /> required to restore this and other aquifers. We expect the Army to include as <br /> • part of its Phase II Study the development of proposals to implement necessary <br /> aquifer rehabilitation. Please include a response to this request in your <br /> Phase II Study proposal to be submitted by April 1. <br />
