The Manager explained that the County <br /> 14 Sheriff had a portable scale which might .be used when not needed in the <br /> 15 fall if Hennepin County found the installation of a temporary scale at <br /> 16 the site cost prohibitive. He also pointed out that it was the Crystal . <br /> 17 Councilmember ' s contention that since the County had mandated 160 of <br /> 18 material from_ the solid waste stream be removed by the cities by 1992 , <br /> 19 they should be willing to provide the necessary aids to achieve that <br /> 20 . goal. <br /> 21 Mr.. Childs said -St. Anthony has a place to- weigh its trucks but he <br /> 22 agreed it made. sense for the County, who is pushing so hard to get <br /> 23 recycling, to furnish the scales and manpower to cities who do not so <br /> 24. they can meet the County';s goals. However, he perceived a letter of <br /> 25 support from the St. Anthony City Council might get that message. across• <br /> 26 as well as the resolution the Crystal official had attached to her <br /> 27 letter. - <br /> 28 There was general -agreement that the letter of support should be . <br /> 29 written. Councilmember Marks said he thought. it was much better for <br /> 30 cities to compost- rather than to fill up the landfills with natural <br /> 31 waste materials and he would certainly support any effort .-to get that <br /> 32 done ' Councilmember Enrooth agreed that the City' s letterhead should <br /> 33 carry as ,much weight as a resolution in this case. <br /> 34 *Residents ' Perceptions of Their City to Be Sought <br /> 35 ' As reported in the Staff Notes , Mr. Childs said he . had discussed the <br /> 36 above with Decision Resources Ltd. ,- who had indicated they would do a <br /> 37 400 call survey containing 60 questions which would .explore just how <br /> 38 the residents felt about their . City, its services , streets , and. <br /> 39 Councilmembers and would solicit their suggestions for making St. <br /> 40 Anthony a better community - in which •to live.- .
