1 Manager .Remains Hopeful That Cit ' s Lev Y Limit A pp eal Will .Be- Granted <br /> 2 The September 2nd -letter from the . League of Minnesota ,Cities .had <br /> 3 advised that :most. of the 13:0 cities ' and 29 counties ' ..appeals had been <br /> 4 turned down by the . State Revenue . Department, but Mr. Childs indicated <br /> 5 that he perceived because St. Anthony had heard nothing .to date, <br /> 6 there might still be a chance' St. - Anthony's appeal would be granted. <br /> 7 Copies _o,f the letter- which advised ..potential., rebuttals to denials had <br /> 8 been distributed - before the meeting along with a copy. of the League ' s <br /> 9 ' Executive. Director ' s August 27th letter to. the editor of the St . Paul <br /> 10 Pioneer Press responding to the' article the paper had carri,ed,;.which _. <br /> 11 had failed to include - the relevant viewpoints of the cities . and <br /> 12 counties forced to cope with the new levy limit law. Mayor Sundland <br /> 13 - suggested the Northeaster Editor might find these letters, especially <br /> 14 the latter, helpful in understanding the impact of the new law on <br /> 15 cities like St. Anthony. <br /> 16 NEW BUSINESS <br /> 17 EPA REQUESTS CITY TO MAINTAIN ROSEVILLE WATER SUPPLY CONNECTION FOR <br /> 18 EMERGENCY BACK UP <br /> 19 Mr. Childs explained that Mr. Hamer ' s September 4th letter to the St. <br /> 20 Paul Water Department had resulted from his discussions with Roseville <br /> 21 and the MPCA in compliance with the above. He said the Federal <br /> 2 Government had paid for the connection in the first place and the EPA <br /> 3 had requested the City sign an agreement with Roseville which would <br /> 24 make the connection available all year long in case one of.. the1:.::City' s <br /> 25 wells should break* down. Councilmember Marks indicated he`felt a <br /> 26 little bit easier knowing all contingencies would be covered. <br /> 27 The Manager said Roseville hadn' t seemed to. resent the City not using <br /> 28 the connection at all and he perceived the only problem they might have <br /> 29 with• a year-round contract might be the meter which they had installed <br /> 30 for the City and might need for their own use sometime in the future. <br /> 31 It could well cost St. Anthony over. many thousands of dollars to <br /> 32 purchase its own meter, he warned. Mavor Sundland said the Council <br /> 33 couldn' t complain they hadn' t been warned about the possibility later <br /> 34 on. <br /> 35 Council Action <br /> 36 Motion by Enrooth, seconded by Makowske to authorize the --Public _Works <br /> 37 Director to negotiate a, two year extension of the City' s agreement with <br /> 38 Roseville to furnish water to St. Anthony with an amendmen:t :to the <br /> 39 original agreement which would allow the City to, connect to the <br /> 40 . Roseville water supply all year round in cases of emergency rather than <br /> 41 just during the summer months . <br /> 42 Motion carried unanimously. <br /> • <br /> 11 <br />
