City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 1 -- November 10, 1991 <br /> Page Number 19 <br /> 1 INSPECTIONS. <br /> 2 <br /> 3 The City Manager and his/her delegated inspectors are hereby authorized to make <br /> 4 inspections reasonably necessary to the enforcement of this ordinance, but at least <br /> 5 annually. <br /> 6 <br /> 7 All police officers, sanitarians, or health officers of the City may inspect a multiple <br /> 8 dwelling when requested by the City Manager. <br /> 9 <br /> 10 All persons authorized to inspect shall have the authority to enter, at reasonable <br /> 11 times, any multiple dwelling licensed pursuant to this ordinance. <br /> 12 <br /> 13 Persons inspecting a multiple dwelling shall notify the licensee of all violations, if any, <br /> 14 by written notice. The notice shall direct compliance in not less than 15 days, unless <br /> 15 extended by the City Manager for good cause. <br /> 16 <br /> 17 REVOCATION OR SUSPENSION. <br /> 18 <br /> 19 Every license issued under this ordinance is subject to the right, which is hereby expressly <br /> 20 reserved, to suspend or revoke the same should the licensee or the licensee's agents, <br /> 21 employees, representatives or lessees directly or indirectly operate or maintain a multiple <br /> 22 dwelling contrary to the provisions of state or federal law, this or any other ordinance of the <br /> 23 City, or any permit issued by the City. <br /> 24 <br /> 25 A license may be suspended or revoked by the Council after written notice to the licensee <br /> 26 specifying the violations. The notice shall also specify the date for a hearing before the <br /> 27 Council, which shall not be less than 10 days after the date of the notice. <br /> .28 <br /> 29 At the hearing,.the licensee may present any evidence relevant to the violations specified in <br /> 30 the notice. <br /> 31 <br /> 32 After a hearing, the Council may suspend or revoke the license if deemed necessary to <br /> 33 protect the public health, safety or welfare. <br /> 34 <br /> 35 SUMMARY ACTION. <br /> 36 <br /> 37 When the conduct of a licensee or the licensee's agent, representative, employee of lessee, <br /> 38 or the condition of the licensed multiple dwelling, constitutes a nuisance, fire or health <br /> 39 hazard, unsafe or dangerous condition, or other emergency, the City Manager may <br /> 40 summarily condemn or close off the multiple dwelling or a portion thereof. <br /> 41 <br />
