C
Planning Commission Regular Meeting Minutes
August 16, 1994
Page 4
commended the owners for wanting to clean up the site. He stated he fully supports the
variances.
St. Anthony resident Bob Taylor owns property directly behind the station at 3639
Stinson Boulevard and stated the property is now an eyesore and he has no problem \Nith
a convenience store. He did express concerns over the hours the business would be open
and suggested it not be open for business past 11:00 p.m.
Aland owner on the east side of the property, Mike Lupient, wanted to know if anything
would be done with the existing fence. The architect explained they would totally
replace it with a 6-foot high fence.
Chair Gondorchin closed the public hearing at 7:26 P.M.
Chair Gondorchin stated the variances with setbacks for the canopy, consideration of
hours, and the pylon requirements should conform to the dimensions of the station that
went up recently.on 40th or 33rd.
Commissioner Faust stated he had one resident call him who was against the plan as the
resident thought there was an overabundance of convenience stores in the community and
was concerned about parking. This resident also wanted to know about sidewalks.
Commissioner Faust noted that staff has indicated the request meets parking requirements
and the applicant feels traffic counts will sustain the business.
Chair Gondorchin recommended looking at the setbacks on the south side and the back
yard. Commissioner Bergstrom stated the neighbors and owners had expressed their
concerns but didn't seem to be concerned with a convenience store in the location.
Commissioner Thompson stated it was a blighted area now and he liked the proposed
store. Commissioner Franzese stated her only concern was with traffic entering and
exiting from Stinson and wanted to know if staff had looked into whether there should be
a right-turn-only lane.
Commissioner Faust stated an 11:00 p.m. closing would be consistent with other stores in
the area. He asked Mr. Taylor if he knew there would be a trash dumpster on the
northeast comer of the property. Mr. Taylor was not aware of this but thought there
would not be a problem because of the fence.
Chair Gondorchin wanted to know if the area provides access wide enough for a trash
truck. The architect said there would be enough footage, the dumpsters would,be
enclosed and the trucks would access through a gate on the enclosure.
