The increase in older households will create demand <br /> for both home-based and community-based housing and service combinations. <br /> • The projected slower turnover of homes for first-time home buyers could have a favorable <br /> impact; the homes would remain more affordable for first-time home buyers, making it <br /> possible for the children of current residents to buy homes in Columbia Heights. <br /> • Although the overall demand for additional housing units is .expected to diminish in the <br /> 1990s, the need for affordable units in the region, including subsidized housing, will continue <br /> to increase. <br /> Activities of the Columbia Heights HRA <br /> (lousing Programs: <br /> A. Parkview Villa North (PVVN) Public Housing, 965 40th Avenue NE: 101 units of public housing <br /> for lower income seniors and handicapped or disabled persons,completed in 1975 with construction <br /> financed by and project major improvements/maintenance assisted by HUD under their Public <br /> Housing Program. <br /> B. Parkview.Villa South Senior Public Housing, 965 40th Avenue NE (located south of and attached <br /> to PVVN): 45 units of senior public-housing for lower income seniors, completed in 1991 with <br /> development and construction financed through tax increment General Obligation Bond proceeds. <br /> The TIF GO Bond will be paid off by tax increments from the Downtown Business District Tax <br /> Increment District from the Years :2003 to 2009. On-going operation/ maintenance and <br /> improvement cost will be paid for through rents received. <br /> C. Rental Assistance Program: Under this Federally (HUD) funded Section 8 Rental Assistance <br /> Program, an average of 215 very low income families are being assisted in paying their rent in <br /> rental units in-Columbia Heights. The HRA administers this program for both Columbia Heights <br /> and Hilltop (an'additional 7 units on the average) through a contract with the Metropolitan Council <br /> HRA. <br /> .�.�s 16 <br />
