D. Housing Rehabilitation Programs: The [IRA administers both federally funded (through Anoka <br /> County Community Development Block Grant Program) and state Minnesota Housing Finance <br /> Agency (MHFA) funded home improvement grant and loan programs for homeowners. The HRA <br /> also administers MHFA Rental Rehabilitation Programs which assist rental property owners in <br /> fixing their rental housing through both loans and grants. <br /> E. First Time Homebuyer Program: Currently the HRA has. a $1.4 million first time homebuyer <br /> program for the City of-Columbia Heights through the -MHFA Minnesota City Participation <br /> Program and Marquette and Norwest Banks. Over the years, the HRA has frequently been <br /> involved in first time homebuyer programs financed through Housing Mortgage Revenue Bonds <br /> and/or through MHFA programs.'"' <br /> F. The HRA is involved in the,financing of two four-plexes and several single-family homes which <br /> the HRA has acquired and sold to low to moderate income families over the past 12 years. <br /> Community/Economic Development: <br /> A. CDBG Program: The HRA administers the City CDBG Program which is funded through Federal <br /> CDBG Entitlement funds through Anoka County. Each year the City.receives $130,000 to <br /> $150,000 to use for eligible community development activities. <br /> B. Redevelopment/Development Projects: The HRA plans and completes redevelopment and <br /> development type projects. A recently completed development project was the development of the <br /> 45 units of additional senior public housing (Parkview Villa South) at 965 40th Avenue NE. Past <br /> redevelopment projects(public costs financed through tax increment financing) include the Sullivan <br /> Shores Townhouse Development (65 Townhomes), Columbia Square Shopping Center, University <br /> Heights Townhouses, LaBelle Condominiums, and others. The HRA is currently working with a <br /> developer on a redevelopment in the industrial area in the southwest area of the City. <br /> C. Economic Development: The HRA is involved in assisting and promoting commercial and <br /> industrial developments and expansions in Columbia Heights. The HRA has recently established <br /> a Business Revolving Loan Fund to assist businesses to establish or expand in Columbia Heights. <br /> The HRA and City are working on other economic development programs to assist in business <br /> retention in Columbia Heights. <br /> 09425 17 <br />
