LAND USE AND REDEVELOPMENT <br /> ANALYSIS OF CONDITIONS <br /> Existing Land Use <br /> The City of Columbia Heights is nearly fully developed and in the process of undergoing redevelopment. <br /> Therefore, planning for the use of vacant land is not an issue although deciding how built-up areas <br /> should evolve over the next several decades is. This is more a matter of redevelopment planning than <br /> what we normally think of as suburban land use planning. In fact, the challenges and characteristics of <br /> a Columbia Heights are morelike those of a central city than like a developing suburb. This observation <br /> is probably the central point of this comprehensive plan update and epitomizes the differences between <br /> this and previous plans. <br /> The present pattern of land use is illustrated by Figure 1. The great majority of the land area of the <br /> community is devoted to single-family housing, and it is that activity that gives Columbia Heights its <br /> dominant character. <br /> For the most part, the continuous pattern of housing with parks and schools intermixed has produced a <br /> very livable community. The small, older.houses on rectilinear blocks in the western half of the City <br /> present a pleasant, neat appearance. The eastern half of the community boasts newer houses on larger <br /> lots, and in the northeast corner of the city, curvilinear streets and more.pronounced hills. <br /> This pattern of land use, along with the fine quality of the residents and good City facilities and services, <br /> has helped maintain the good condition and value of the housing stock. It is difficult to identify a <br /> residential neighborhood that is in'need of redevelopment or which shows widespread deterioration. The <br /> N9,25 2.1 <br />
