City should do everything possible to keep.these neighborhoods free from negative influences and to <br /> accentuate their positive attributes. <br /> Constraints to further new development in Columbia Heights include: <br /> • The community is fully developed and surrounded by other municipalities. <br /> • Locations-suitable for commercial or redevelopment have single-family housing.adjacent to them. <br /> • The City of Hilltop, primarily devoted to"mobile-homes, is located along Central Avenue in the <br /> middle of Columbia Heights. <br /> Conflicts in the pattern of land use are: <br /> • Single-family housing is scattered among commercial development along Central Avenue and <br /> along 40th Avenue between University and-Central, to the detriment of both land uses. - <br /> • There is a mixture of residential and commercial activities on University Avenue. <br /> • The single-family neighborhood bordered by 40th Avenue, University Avenue, 37th Avenue, and . <br /> California Street is flanked by two industrial areas without any buffer. <br /> • The housing in the vicinity of Huset Park is affected by the presence of the old, deteriorated <br /> industrial development also nearby. <br /> • Single-family residential areas on 37th and 38th Avenue have unbuffered industrial areas to the <br /> north and west. Huset Park is adjacent 'to this same industrial area. <br /> Redevelopment Opportunities <br /> There seem to be several possible areas where the nature and/or intensity of land development is ripe <br /> for change in Columbia Heights. These possibilities are based on an examination of the general physical <br /> exterior condition of buildings, apparent economic obsolescence, conflicts with.nearby land development <br /> and/or underutilization of the site relative to.access, visibility and adjacent land use. <br /> 89425 22 <br />
