TRAFFIC AND TRANSIT SYSTEMS <br /> ANALYSIS Or CONDITIONS <br /> Existing Traffic and Transit <br /> Street System: <br /> North-south movement in Columbia Heights is served principally by State Trunk Highway 65 (Central <br /> Avenue) and 47 (University Avenue), which are classified as Minor Arterials on the Anoka County <br /> highway system and link to I-694 on the north. Both of these are four lane divided roadways. <br /> University Avenue has a rural design with a grassy median and shoulders while Central Avenue has an <br /> urban design with concrete median'and curb-and-gutter. Local north-south streets of importance include <br /> 5th and Jefferson Streets and Reservoir and Stinson Boulevards. <br /> East-west movement is handled by County Roads 2 (40th Avenue) and 4 (49th Avenue). Important east- <br /> west streets under the jurisdiction of the City include 37th and 45th Avenues. <br /> The Anoka County Comprehensive Transportation Plan (1990) identified Highway 65 in Columbia <br /> Heights as operating at Level of Service D on a scale of A through F. (Level of Service D means that <br /> many vehicles stop, there is unfavorable progression through traffic signals and vehicles often fail to <br /> make it all the way through a queue at a traffic signal during a red-green-red cycle.) Highway 47 <br /> (University Avenue) operates at a Level of Service of C or better. <br /> The County Comprehensive Transportation Plan forecasts that Central Avenue will slip to Level of <br /> Service E or F by 2010 and that University Avenue north of 49th Avenue will fall to Level of Service <br /> D. Consequently, the Plan recommends that both Central Avenue '(TH 65) and University Avenue <br /> #9425 39 <br />
