(TH 47) be reclassified as Minor Arterial "A". (The Minor Arterials would have two subclasses, A and
B, with A being the higher class.) Additionally, the Plan recommends that both these roads be
transferred from State to County jurisdiction. The Minnesota Department of Transportation previously
planned to widen Central Avenue through Columbia Heights from four lanes to six to accommodate
forecast traffic growth. However, this idea is not included in the Department's 20-year program so it
is not an imminent threat.
County Roads 2 and 4 would remain as Minor Arterials on the County system and 7th Street would
remain as a Collector.
Bus Transit System:
Columbia Heights and Hilltop are served with regular fixed-route bus service by MTC lines 24, 29, 10
and 18 and also by a route of the North Suburban Lines. All of these routes are basically radial, that
is the service is oriented to and from downtown Minneapolis and the University of Minnesota and
service to locations such as Rosedale shopping center is difficult and circuitous. Central and University
Avenues are the primary.routes for these bus services.
Trips within and nearby these two communities are provided the Columbia Heights/Hilltop Share-Ride
Program. Eastside Neighborhood Services, Inc. provides transportation for congregate dining and-
shopping, primarily to seniors who live in their own homes in the Columbia Heights/Hilltop area.
Finally, Metro Mobility pro_ vides dial-a-ride service to the handicapped throughout parts of the
metropolitan area.
Light Rail 'Transit Plans:
The Comprehensive Light Rail Transit (LRT) System Plan for Anoka County identified two alternative
routes through southern.Anoka County between downtown Minneapolis and Northtown Shopping Center,
one along University Avenue and the other along Centr;il Avenue. The Central Avenue alignment was
dropped from consideration during 1990 for reasons of higher capital and operating cost and loss of on-
street parking. Stations have been proposed at four locations in Columbia Heights: 37th, 40th; 44th
and 49th Avenues. At least one of these locations will likely be deleted because they are too close
together for efficient LRT service. As of 1991, there is no identified source for capital and operating
costs for LRT service in Anoka.County or elsewhere in the Twin Cities metropolitan area.
89425 40
