PARKS, SIDEWALKS AND TRAILS PLAN Columbia Heights has established a solid park system which has met the needs of its residents well. The City, however,cannot underestimate the impact of the changing trends in demographics as it affects park use. The challenge is to effectively provide services and facilities to keep pace with the changing mix of the population. Close monitoring of facility use and program enrollment as well as public involvement and feedback is important in determining a need for change. This change.must consider all segments of the population, with a plan that allows flexibility and versatility. Goals and Policies Goal: Maintain and expand the parks and trails systems to continue to function as important.elements in the quality of life in Columbia Heights. 1. Importance of Parks and Trails: The City will work to create a renewed interest in the minds of the City decision-'makers that parks and trails are not luxuries, but essential elements of a broader strategy to promote fiscal strength, private economic growth and quality of life. 2. Maintenance Standards: The City will continue to maintain standards for all parks so as to provide safe as well as attractive facilities for its residents. 3. Community Image: The City will work to enhance the community image and quality of life of Columbia Heights through improvements to the park system. 4. Sidewalks and Trails: The City will create a more well defined system of sidewalksitrails throughout the City, linking major activity areas and all park facilities. The City will develop this system of sidewalks/trails. as a potential additional City recreational facility. 5. Demographic Changes: The City will monitor the changing trends in population, acquire public opinion and assess park use so as to maintain an up-to-date but flexible system of activities and programs. 89425 52
