Silver Lake and Hart Lake discharge to Rice Creek. Highland Lake and the Columbia <br /> Heights/Fridley Secondary Pond discharge to the landlocked Tertiary Pond in Fridley. Sullivan Lake, <br /> Clover Pond, Highland Lake, Silver Lake and Labelle Pond are all Minnesota DNR designated protected <br /> waters. <br /> The City of Columbia Heights is located within both the Six Cities and Rice Creek Watershed Districts. <br /> These water_management organizations (WMO's) were created for the purpose of preparing water <br /> management plans to meet the requirements of the Metropolitan Water Management Act (Chapter 509, <br /> Laws of 1982, Minnesota Statutes Sections 473.875 to 473.883). The WMO's and the water <br /> management plans,in general, have the responsibility for the conservation of water and natural resources, <br /> the prevention and alleviation of flood damage, and the regulation of creeks, lakes and water courses for <br /> domestic, recreational and public uses across municipal boundaries. <br /> BRW, Inc., is currently in the process of preparing a Surface Water Management plan for the City of <br /> Columbia Heights. The Surface Water Plan will review and analyze the existing surface water drainage <br /> system,determine current or potential system deficiencies and provide recommendations to accommodate <br /> the City's water resources goals. <br /> "425 69 <br />
