NEW DIRECTIONS IN ROSEVILLE'S CORNERSTONES <br /> A SYNOPSIS <br /> The "Roseville Cornerstone" concept is unique. It is intended to be a hybrid mix of public and <br /> private investment and land use. The city's compact form, consisting of approximately 8,700 <br /> acres, is connected by a series of County Road grids and community collector streets. The <br /> Cornerstones - the intersections of these roads and streets is a primary focus for the <br /> community where neighborhoods (as well as neighbors) meet. The corners are the front door <br /> to each neighborhood. The visual impression they convey tells an indirect story of the health <br /> and wealth of the adjoining residential areas. Overall, the concept of redesigning and <br /> reinvigorating the corners is designed to refresh the corners with high quality materials; to be <br /> a neighborhood oriented, and pedestrian convenient; and to have a mix of uses which <br /> compliment each other providing choice for the consumer. The land use concept plan is <br /> designed to provide mixed use on most of the four quadrants in the Cornerstone. These <br /> quadrants will continue to be connected by the County and city roadway system, as well as with <br /> pedestrian walkway systems on and into each quadrant. The street and walkway system <br /> should be "parkway quality", with pavement, trees, lighting, fencing, and bench details <br /> consistent throughout the Cornerstone. <br /> The plan emphasizes a parkway tree-lined road system which connects adjacent public open <br /> spaces, such as Como Park, Roseville's Central Park, and Ramsey County's Lake Josephine <br /> Park.In addition, the City and other partners have or will establish major organized recreation <br /> sites along corridors such as Lexington within the southeast corner of Lexington Avenue and <br /> County Road B, Central Park Ballfields, and the City Center Oval and Skating Center. The City <br /> and County bike and pedestrian trails flow through and connect each Cornerstone. However,; <br /> no separated grade intersections are anticipated for either pedestrians or vehicles. <br /> The Roseville Cornerstone plan seeks to support existing retail and residential uses, <br /> complimenting them with additional non-competitive uses. <br /> From a marketing prospective, Roseville Cornerstones collectively seek to be'part of the north <br /> metro area's first ring retail and residential hub for the city and the neighboring communities - <br /> such as the Como Area of St. Paul, Falcon Heights, Little Canada, Shoreview and Arden Hills. <br /> There are approximately 60,000 people in the immediate three mile area. <br /> From a civic prospective, Roseville Cornerstones are planned to be the civic and residential <br /> identity and neighborhood focus of the community, providing over 125 stores and an estimated <br /> 2,000 jobs with an average of 75 jobs at each intersection. It is also intended to be a meeting <br /> place for residents and visitors. <br /> Over time, the Cornerstone Design Guidelines and plans are to be considered a compendium <br /> of information on Roseville's Cornerstone. It will include the goals and policies of the <br /> community towards the Cornerstone', ordinances adopted by the City relating to quality . <br /> 4 <br />
