construction in the Cornerstone, specific plans for public space in those areas where public and <br /> private partnerships occur, and a manual of instructions for developers and City of Roseville <br /> maintenance procedures. <br /> CORNERSTONE GOALS AND POLICIES <br /> GOALS: <br /> Create/retain quality, "neighborhood-oriented" mixed use "Cornerstones" with low auto impact <br /> residential, retail, office, civic/service, food uses. In order to achieve this goal the City and its <br /> partners must: <br /> 1. Provide easy access by pedestrian pathways or vehicle to a variety of goods and <br /> services in a human scale "village" or Cornerstone setting. <br /> 2. Create new jobs and retain existing job opportunities. <br /> 3. Preserve the existing commercial mix and vitality consistent with Roseville's development <br /> and aesthetic guidelines. <br /> 4. Provide economic incentives (special/deferred assessments, tax increment, bonding, and <br /> service districts) where necessary. . <br /> 5. Develop a mix of housing in and near these Cornerstones that can adapt to the life styles <br /> of the residents, including senior housing. <br /> POLICIES: <br /> The City of Roseville and the Roseville Chamber of Commerce as well as the Cornerstone <br /> Merchants Association must emphasize coordinated quality architectural design (both <br /> residential and commercial), improved public parks, sidewalks and paths, compatible roadways <br /> street design, marketing plans, economic development incentives, and exceptional customer- <br /> service retailing. To do this we must: <br /> 1. Create an integrated road system throughout the Cornerstone including: <br /> a. Construct three and four lane (12 feet per lane) road systems to move traffic <br /> efficiently but at residentially acceptable speeds, including a center left turn <br /> pavement textured or colored lane total for a paved width of 40 to 66 feet (with <br /> additional expansion for right turn traffic - where right-of-way is available). <br /> b. Construct a two lane interior street system to provide slower traffic "Cornerstone <br /> residential streets (50-60 feet of right-of-way) branching from the Corners and grid <br /> roads and including private roads. <br /> 5 <br />
