Continue to regulate the location and number of street vendors with regard to visibility, <br /> neighborhood safety, maintenance, and City liability. <br /> THE LAND USE CONCEPT PLAN FOR THE CORNERSTONE <br /> Surrounding the Cornerstone (and fundamental to the Cornerstone areas) are the mixed <br /> density residential developments with higher density housing nearer the intersection and with <br /> single-family development within 1 to 2 blocks of the corner. Without this concentration of <br /> residential users, neither the mix of uses on the corner nor integral transit/bus stop work well. <br /> The.�intersection is the visual access to the new or redesigned projects, parks, and the <br /> residential neighborhoods which surround it. The Roseville Cornerstone plan stresses the <br /> use of human scale development, transit stops, and connection to the residential <br /> community through visual corridors and sidewalk/pathways. The plan seeks to design <br /> uncluttered, well designed street edge development - a type of parkway image at each <br /> intersection-encouraging pedestrian access and entry to stores while providing immediate and <br /> convenient access into the interior of block. <br /> Building heights and mass should be considered within the architectural context of the first ring <br /> suburb. In the Cornerstone areas, buildings should not exceed 3 stories above grade except <br /> in planned unit developments. The taller buildings should be planned for corners where other <br /> multi-story buildings already existing such as along Highway 36, but not in the primary 1 and <br /> 2 story residential areas. <br /> PUBLIC INVESTMENT IN INFRASTRUCTURE <br /> The public road network established in Roseville Cornerstones should provide for circulation <br /> through and within the Cornerstone intersections, but it also serves as a unifying corridor <br /> throughout the community. <br /> The roadway system is already pattern ed after a traditional grid system providing access to the <br /> compass directions.
