a. Re-evaluate parking requirements; assess property owners for redesigning public <br /> and private parking areas. <br /> b. Recognize, utilize, and assist the Cornerstone Merchant's.Association) in business <br /> projects. <br /> 8. Request special district enabling legislation to maintain and. improve business district <br /> parking and rehabilitation, and installation of other public improvements. <br /> 9. Develop a continuously updated five-year action plan in cooperation with the Cornerstone <br /> residents and merchants to facilitate public and private investment and rehabilitation. <br /> 10. Prevent scattered strip or neighborhood spot development as a drain on the economic <br /> vitality of the Cornerstone. Limit the size and location of neighborhood convenience <br /> stores and require such uses to be of a residential architectural character yet buffered <br /> from the adjacent residential area. Encourage multi-family housing (rental and owner <br /> occupied) to locate conveniently nearby or adjacent to the Cornerstone. <br /> 11. Annually or biannually reassess the valuation and conditions of the- district commercial <br /> structures providing for safety, fairer assessments, and a better planning data base. <br /> Complete a market study of needed office, retail, and food uses for the Cornerstone at <br /> least once every four years, with an update every two years. <br /> 12. Create road side insignias or logos to identify the Cornerstone district entrances. <br /> 13. Encourage businesses to open for early morning uses and late afternoon shopping by <br /> neighbors before and after work. <br /> 14. Install a variety of large street trees and flag poles along the Public right-of-ways within <br /> the Cornerstone in order to visually soften and unify the architectures and to provide <br /> summer color and shade. To give the corners more of a "sense of place", light the trees <br /> in the winter. <br /> 15. Require at least one multi-story, brick and glass long-lasting landmark type building at <br /> each Cornerstone corner. <br /> 16. Create a neighborhood atmosphere for the Cornerstone. In cooperation with the <br /> merchants chamber groups, orient community festivals and events to the Cornerstone <br /> neighborhoods and residents. <br />
