Connect people and neighborhoods. <br /> (i) Provide the services and facilities essential for the protection, operation, and use of <br /> public and private property in the City in a cost effective manner. <br /> III. Mixed Use Neighborhood Residential Convenience Center District <br /> Guidelines. <br /> (a) Purpose. Centered on community and collector street intersections, "NCC" districts <br /> are located at the periphery or edge of residential neighborhoods and are intended to <br /> provide a limited mix of residential uses and over-the-counter convenience, retail, and <br /> service uses to serve the daily and weekly needs of the adjoining and nearby residents. An <br /> "NCC" district is planned as an "integrated uses" development within the Roseville land use <br /> regulations and may be created by following the procedures for a establishing a Planned <br /> Unit Development (PUD). The purpose of the PUD -is to add design and dimensional <br /> flexibility 'to a district requires neighborhood design collaboration (i.e. a type of.Design <br /> Event), a specific plan, and set of standards and a development agreement for each "NCC° <br /> district. <br /> (b) Permitted uses. Within any "NCC' district, structures or land will be used for one or <br /> more of the following uses or uses deemed similar by the City Council: <br /> (1) Dairy, grocery or convenience store not to exceed five thousand <br /> (5,000) square feet of floor area. <br /> (2) Sit down restaurant, lunch counter, or delicatessen facilities not to <br /> exceed three thousand (3,000) square feet of gross building floor <br /> area.. No fast food restaurants or drive-through restaurant facilities <br /> may be located within any neighborhood center district. <br /> (3) Offices for doctors, dentists and associated laboratories, lawyers, <br /> realtors, insurance agents and similar uses to serve the adjoining <br /> neighborhood residential area. Individual professional offices within <br /> the neighborhood center project may not exceed 30,000 s.f. in gross <br /> building area. The aggregate total of all professional office space <br /> within-the project may not exceed fifty percent (50%) of the gross <br /> building floor area within the project. <br /> 19 <br />
