DRAFT: 12/21/97 <br /> "NCC" means Mixed Use Neighborhood Residential Convenience Center <br /> Districts. <br /> Development Guidelines for a "NCC" District <br /> As part of the Cornerstone Program, the Community Development staff was asked to <br /> review the comprehensive plan and other policy plans, and develop a set of mixed <br /> use- neighborhood corner guidelines as the basis for further investigation, <br /> discussion, and illustrated graphic design. As a part of the Design Event held May 28 <br /> through June 4, 1997, the staff compiled ideas that reflected comment received from <br /> residents and the designs into the following guidelines. These guidelines should be <br /> applicable to the entire community, indeed the entire first ring of suburbs in the <br /> metropolitan area <br /> 1994 COMPREHENSIVE PLAN GUIDELINES <br /> I. COMMUNITY VISION - A statement of our preferred future; a expression of optimism <br /> about the future, focused on what the community should look like,in the year 2000 and <br /> beyond.(from Vista 2000). <br /> II. 9 GENERAL GOALS WERE IDENTIFIED FROM THE COMMUNITY VISION: <br /> (Many of them dealt with sense of place, connections within the community, and <br /> protection/enhancement of the residential neighborhoods.) <br /> (a). Maintain and improve the community character and identity (a sense of place); <br /> encourage projects which strengthen our children, families, and neighborhoods. <br /> (b). Maintain the existing residential areas of the City as designated on the land use plan. .. <br /> Identify and maintain approximately the same balance (or sar'ne peteentages) of the <br /> various land uses throughout the community, allowing for some flexibility. <br /> (c). Eliminate blight and prevent deterioration of buildings and infrastructure. Strive for <br /> better aesthetic appeal. Protect and enhance the private investments already made in <br /> the community; prepare for and adapt these investments for future generation's use. <br /> (d) Maintain and_continue development of a strong economic base and create a favorable <br /> climate for the operation of responsible free enterprise systems. <br /> (e) Encourage opportunities for a diverse population with respect to age, ethnicity, and <br /> economic composition. Encourage the young to remain in the community and <br /> contribute their vitality while encouraging the older residents to contribute their wisdom <br /> 18 <br />
