■ <br /> ■ Ownership <br /> Property ownership is as varied as the uses in the south section of the study area. <br /> ■ The Ste. Marie Company is the largest land holder, owning the Apache Mall <br /> property, the US Bank branch site, the Taco Bell property and a sizeable vacant <br /> ■ _ �- parcel to the west of the mall where the old Super Valu store was located. The <br /> ■ _ Cub food store site is owned by Supervalu Inc., while other properties along <br /> Silver Lake Rd. are held by various owners, as are the commercial and office <br /> ■ properties on the Stinson and 3911 Ave. side of the site. <br /> Apache Plaza Mall <br /> Originally constructed in 1961, Apache Plaza was one of the first enclosed malls <br /> ■ in the Twin Cities. The mall building contains 336,000 square feet of leasable <br /> area on the ground floor and 100,000 square feet in the basement. It was the <br /> ■ primary regional mall for the northern suburbs until construction of the Rosedale <br /> ■ Mall in 1972. Rosedale's size, superior highway access and tenant mix ad- <br /> versely affected the economic viability of the Apache Plaza, which declined to <br /> the status of a large community shopping center and lost several major tenants. <br /> ■ _ -- _ _ In 1984, Apache Plaza was struck by a tornado, which caused substantial clam- <br /> age. The mall was renovated, resulting in a number of new tenants, such as <br /> Herberger's. In 1989, however, additional tenants vacated in favor of new retail <br /> ■ developments in the Rosedale area, resulting in an extremely high vacancy rate. <br /> Currently, the mall is less than one quarter leased. <br /> The City has been planning for redevelopment of Apache Plaza since the mid- <br /> 1990's. The City's 1998 comprehensive plan identifies Apache Plaza as a com- <br /> mercial redevelopment opportunity area. In early 2000, a developer presented <br /> the City with a proposal to adaptively reuse the existing mall building for a mixed- <br /> use office/high technology industrial facility. The proposal was ultimately not <br /> approved, although the City did implement two important regulatory changes to <br /> ■ promote flexible redevelopment at the site. At this time the City was also aware <br /> that the Salvation Army planned to vacate and sell the Fresh Air Camp site lo- <br /> cated to the north of Apache Plaza across Silver Lake.The City seized the oppor- <br /> tunity to rethink the future of the entire quadrant of the city, which has led to this <br /> ■ master planning process. <br /> ■ <br /> ■ <br /> ■ <br /> ■ <br /> ■ "° <br /> Northwest Quadrant Redevelopment Plan St. Anthony Village Page A.3 <br /> ■ v <br /> ■ <br /> ■ <br />
