WSB
&Associates,Inc. January 10 2001
>
Northwest Quadrant Steering Committee
City of St Anthony
3301 Silver Lake Road
St.Anthony,MN 55418-1699
. Re: Silver Lake Water Quality Summary
WSB 1065.54
■ Dear Steering Committee:
■ This letter is intended to provide the Steering Committee with background information regarding the
■ existing water quality of Silver Lake. A summary of the Water Quality Report completed by Ramsey
County Public Works Lake Management Program in 1999 and a summary of the meeting held with
. homeowners and the Silver Lake Water Quality Task Force is provided below:
I. Silver Lake West Evaluation Report
The Silver Lake West Evaluation Report dated May 11,2000,was completed by Ramsey County
Public Works Lake Management Program in cooperation with the Silver Lake Homeowners
Association and the Rice Creek Watershed District. The objectives of this study were:
• Monitor storm water inflow to Silver Lake to determine nutrient content and water
quantity.
• Measure in-lake water quality during the growing season
■ • Evaluate lake management activities to improve water quality
• Facilitate the prioritization and implementation of lake management activities
The watershed of Silver Lake is 629 acres in size and is broken up into 10 subwatersheds. Six
inlets and outlets within the watershed were monitored in 1999 for volume of water, total
phosphorous, and total suspended solids. The Lake itself was also monitored in two locations at
four depths for phosphorous content, secchi depth,chlorophyll-a content, and the presence of
phytoplantkon and zooplankton.
The results of the study indicated that the total phosphorous and total suspended solids loading is
very high to Silver Lake. Results_indicated that the Lake has a very high nutrient and solids
content. The major phosphorous and suspended solids contributor to the Lake is the Stinson
subwatershed. This subwatershed is also the largest(192.8 acres). The second largest pollutant
■ contributor to the Lake is the 42nd Street subwatershed(82.1 acres). The Apache subwatershed
has the second largest drainage area at 132 acres and direct runoff from land adjacent to Silver
■ Lake and the Apache subwatersheds are the 3rd and 4th largest pollutant contributors.
■ The Silver Lake West Graduation Report shows that water quality of Silver Lake West has
improved between 1986-1999. The report indicates that this can be attributed to a variety of
factors, including the ponding improvements within the Apache subwatershed and the treatment
ponds constructed in the northern portion of the watershed.
While the water quality of the Lake has generally improved over the past 13 years, the water
4150 Olson quality is still poor. The report provides recommendations for the future management of the Lake.
Memorial Highway These recommendations include evaluating and implementing Best Management Practices in the
watershed,sweeping streets,public education programs,pond maintenance,evaluating the use of
Suite 300 lakescaping techniques along the shore, and continued monitoring. The.complete listing of
■ r apolis recommendations is attached to this letter for your review.
Minnesota
55422
763-541-4800
F•.\WPJJIN\1065-54\011001 nw quad steer comcn.doc
■ 763.541.1700 FAX Minneapolis St. Cloud Equal Opportunity Employer
