Northwest Quadrant Steering Committee
City of St.Anthony
January 10,2001
Page 2
H. Silver Lake Homeowners Meeting Summary
A meeting was held in December 2000 with members of the Silver Lake Water Quality Task
Force, residents adjacent to Silver Lake, and representatives from the City of Columbia Heights.
The purpose of the meeting was as follows:
. • Review the Ramsey County Water Quality Report
• Discuss perceptions of water quality
• Discuss factors and processes that affect water quality
• Discuss goals and intended uses for Silver Lake
Those present expressed a number of issues, concerns and desires associated with Silver Lake,
which included:
• Water quality in Silver Lake has improved over the last 13 years
• Desire to see further improvements in the clarity of water in Silver Lake
• Maintain lake for power boating and recreational purposes
• Reduce the number of Canada geese present
• Improve the lake as a fishery by:
o Removing rough fish
o Increasing the variety of game fish
• Strong concern for water quality impacts that could occur as a result of converting the
. open spaces of the Salvation Army Camp into a fully-developed urban environment
• Strong desire to improve storm water treatment components of the Apache Plaza
Drainage Area
• Develop a management and maintenance plan for Silver Lake
Based on a review of the concerns expressed by the residents,it is apparent that the North West Quadrant
Plan should include components that will provide protection to Silver Lake. These components could
include storm water treatment systems at Apache Plaza and storm water mitigation plans for the Salvation
Army site, should this parcel change land uses. Overall, the Northwest Quadrant Master Planning Project
® has the potential to positively impact the water quality and storm water management conditions within the
Silver Lake drainage area.
® If you have any further questions,I will be present at the January 18,2001 Steering Committee Meeting,or
you may,contact me at(763)287-7182.
a Sincerely,
WSB&Associates,I
Toddms.Hubmer,P.E.
■ Project Manager
Attachment
nm
F:\WPWIM1065-54\011001 nw quad steer comm.doc
■
