• MEMORANDUM <br /> DATE: 7/10/01 MEETING DATE: 07/17/01 <br /> TO: Planning Commission Members <br /> FROM: Susan Henry, Assistant City Manager <br /> RE: Northwest Quadrant Planning Study Report <br /> Dahlgren, Shardlow, and Uban (DSU)will present an 80-page report detailing the recommended <br /> Northwest Quadrant development concepts, culminating an eight-month process of planning and <br /> visioning in St.Anthony. The report is the product of a significant amount of research by a number <br /> of city consultants, both in terms of market potential and feasibility, as well as the input of the City's <br /> 26-member steering committee. <br /> The concepts are not expected or intended to be the final plan for the Apache site, nor will it contain <br /> a high level of detail. Rather, at this point, the emphasis is on broader, dynamic themes that will <br /> become more specific and detailed as the redevelopment process moves along and discussions <br /> are held with potential developers. <br /> Once a developer or developers are identified, a more detailed plan can be developed for the site. <br /> The more detailed plan(s)will be brought through the Planning Commission/City Council process. <br /> The concepts will serve as the framework to evaluate development proposals. <br /> The Northwest Quadrant Redevelopment area focuses around the Apache Plaza Mall.The purpose <br /> of redeveloping that area is to revitalize the mall area and once again make it a focal point for the <br /> community. <br /> Although it is not required, city officials chose to hold a public hearing on the concept options <br /> because of the magnitude of the project and interest in receiving public input. <br /> Staff Recommendation:Make findings/recommendations to the City Council. <br /> Attachments: <br /> • Northwest Quadrant Redevelopment Study Report by DSU <br /> r <br />
