• MEMORANDUM <br /> DATE: 7/10/01 MEETING DATE: 07/17/01 <br /> TO: Planning Commission Members <br /> FROM: Susan Henry, Assistant City Manager <br /> RE: Amendment to the Sign Code (Section 1400) <br /> Per the direction at the June 26 City Council meeting, City staff has been in consultation with the <br /> City Attorney's Office to draft an ordinance amendment with necessary language rather than go the <br /> route of a conditional use permit, as discussed at the June 19 Planning Commission meeting. City <br /> Council consensus was to set the parameters for electronic governmental informational signs in the <br /> City Code.Attached is a draft ordinance and city attorney correspondence to amend Section 1400 <br /> of the City Code to permit electronic governmental signs to be located in the Recreational Open <br /> Space District. <br /> The effect of the proposed changes to the city ordinance is to permit in the Recreational Open <br /> Space District an electronic message sign providing public information that is owned by a <br /> governmental unit.The sign must be a ground sign containing a sign surface area not to exceed 150 <br /> square feet(which is standard for all ground signs). The sign must be turned off between 11 p.m. <br /> and 6 a.m., contain no flashing lights, and the message may not be changed more than twice per <br /> day. <br /> Since this ordinance amendment is substantially different than what as presented at the June 19 <br /> Planning Commission meeting,the process begins again with July 17 as the public hearing for the <br /> ordinance change. The next steps would be for the City Council to have three readings on the <br /> change: July 24,August 7, and July 21.
