The ordinance adds a definition of an "illuminated governmental informational sign" to <br /> Section 1400.04. An illuminated governmental informational sign is an illuminated sign (as <br /> defined-in Section 1400.04) which is a ground sign (as defined in Section 1400.04) and is owned <br /> by a governmental unit for purposes of providing public information. <br /> Since the sign would exhibit noticeable change in light intensity in delivering the <br /> governmental information it will constitute a"flashing sign" under Section 1400.04. Therefore, <br /> the draft ordinance amends Section 1400.07, subd. 16, to exempt illuminated governmental <br /> informational signs from the prohibition on flashing signs. <br /> Finally, the draft ordinance amends Section 1400.12, subd. 4, to provide that to the extent <br /> any ground sign located in the Recreational Open Space District is an illuminated governmental <br /> informational sign it may not be illuminated between 11:00 p.m. and 6:00 a.m., it may not <br /> contain any flashing lights and the message on such sign may not be changed more than twice in <br /> any day. <br /> The effect of these proposed changes is to permit in the Recreational Open Space District <br /> an electronic message sign providing public information which is owned by a governmental unit. <br /> The sign must be a ground sign containing a sign surface area not in excess of 150 square feet. <br /> The sign must be turned off between 11:00 p.m. and 6:00 a.m., contain no flashing lights and the <br /> message may not be changed more than twice per day. <br />
