He added that a <br /> 2 Detailed Market Analysis is part of what they would be receiving at the next meeting. <br /> 3 Councilmember Thuesen indicated that they have been hearing new possibilities all throughout <br /> 4 the process, and expressed his hope that doors have not been closed on any of the suggested <br /> 5 possibilities. Mr. Rapp stated that he was there tonight to encourage them not to try to zero in <br /> 6 too much on details. He stressed that a general framework is the key, and added that a process <br /> 7 like this requires patience. <br /> 8 Councilmember Thuesen stated that all of the patience could still bring them nothing when they <br /> 9 receive the two Concept Plans. Mr. Rapp stated that was true, yet a project of this magnitude <br /> 10 requires patience so that they will get a different result than the one they had previously. <br /> 11 Councilmember Horst stated that the Council had decided to not be too instrumental in the <br /> 12 project, and said that they have kept out of the business of the steering committee on the project. <br /> 13 He added that he was uncertain of what preferences have been concluded. Mr. Rapp stated that <br /> 14 all of the discussions and preferences and input would be included in the information to be <br /> 15 received next month. He added that there is an inevitable balance between financial feasibility <br /> 16 and preferences and they will need to make tradeoffs in order to make them work. <br /> 17 Councilmember Horst stated that the residents have had a difficult time with spending money in <br /> 18 the past. Mayor Cavanaugh identified the anxiety they are experiencing in waiting for July and <br /> 19 addressed Councilmember Horst by saying that they will have material with which to pursue his <br /> 20 concerns come July. <br /> 21 Mark Ruff, Ehlers and Associates, stated that they would be faced with a number of people who <br /> 22 will be interested in proposing on this development. He urged them to think of this document to <br /> 23 be received next month as a list of priorities of things such as public amenities. Mr. Ruff stated <br /> 24 that it would help them later on in negotiations with developers in terms of priorities and what <br /> 25 they want to see out of this development. <br /> 26 Councilmember Horst gave an example of townhomes, and not wanting to see them anywhere in <br /> 27 the new development, and asked how that type of public input would be helpful. Mr. Ruffstated <br /> 28 that they have the majority of the control on those types of issues, by keeping track of their list of <br /> 29 priorities. <br /> 30 Mayor Cavanaugh mentioned the Town Hall Meeting that he had attended where they provided <br /> 31 residents with options and examples of what the Northwest Quadrant could look like, and they <br /> 32 documented the input of the residents. He added that the report that comes in from that meeting <br /> 33 would be factored into the information to be received next month. Councilmember Thuesen <br /> 34 added that he worried if they were getting enough of the majority of the community. <br /> 35 <br /> 36 Mayor Cavanaugh concluded that the professionals have guarded them against bias, and that he <br /> 37 hopes the document will remove their anxiety and temper their excitement. He added that next <br /> 38 month is a high water month for both the Planning Commission and the City Council. <br />
