City Council Regular Meeting Minutes <br /> June 26, 2001 <br /> Page 7 <br /> 1 B. Resolution 01-068, re: Order preparation of report on 2002 street and utility <br /> 2 improvements (Todd Hubmer, WSB & Associates, Inc. will be present.). <br /> 3 City Manager Mike Momson introduced Todd Hubmer, WSB & Associates. Mr. Hubmer stated <br /> 4 that what is proposed for 2002 is the reconstruction of Wilson Street from 30`h Avenue Northeast <br /> 5 to 32nd Avenue Northeast; Harding Street, from 30`h Avenue Northeast to 3151 Avenue <br /> 6 Northeast; 31" Avenue Northeast, from Wilson Street to Silver Lake Road; and intersection <br /> 7 work at Edward Street, Belden Drive and 32"d Avenue. <br /> 8 Mr. Hubmer stated the purpose for this year's reconstruction will include replacement of <br /> 9 watermain and replacement of sanitary where it is needed and in areas where it will conflict with <br /> 10 the new storm sewer system. He reviewed the specifics and the proposed schedule for the 2002 <br /> 11 project, with an anticipated completion in September 2002, with a final pavement in 2003. <br /> 12 Councilmember Thuesen asked about the narrowness of 3151 Avenue by St. Mary's Russian <br /> 13 Greek Orthodox Catholic Church Cemetery and whether, or not, there are any plans on what can <br /> 14 be done. Mr. Hubmer stated that they have begun conversations with them and that there are a <br /> 15 number of issues associated with the cemetery. He added that were going to work with the <br /> 16 cemetery and try to acquire some land back from them in order to widen the road back the <br /> 17 original width. <br /> 18 Councilmember Hodson asked if they have taken the underground electrical situation that may <br /> 19 be tied to the reconstruction into consideration. Mr. Hubmer stated that they have considered <br /> 20 that, and that the City needs to determine if they want to spend the money. <br /> 21 Motion by Councilmember Hodson to adopt Resolution 01-068, re: Order preparation of report <br /> 22 on 2002 street and utility.improvements. <br /> 23 Motion carried unanimously. <br /> 24 C. Resolution 01-067 re: Wellhead protection plan proposal from WSB & Associates (Todd <br /> 25 Hubmer, WSB & Associates, Inc. will be present). <br /> 26 Mr. Hubmer stated that he and Jay Hartman attended a meeting on May 8, 2001,at the request of <br /> 27 the Minnesota Department of Health which was a formal notification process to the City of St. <br /> 28 Anthony that must begin the Wellhead Planning Protection Process. He added that it is a <br /> 29 requirement for the State of Minnesota, and that it has to be completed within the next three <br /> 30 years. <br /> 31 Mr. Hubmer indicated it was a two-phase completion: background information phase to collect <br /> 32 groundwater information that they can, as they believe a lot of the information has already been <br /> 33 done, but needs to be collaborated, and an examination of the City's water supply to determine <br /> 34 what types of policies need to be developed for land use.
