Parks Commission Meeting Minutes July 9, 2001 Page 4 1 plan that was presented to the Parks Commission and met the budget. 2 Mr. Zurbey noted one source of funding is interest on the Water Treatment Fund, which is $5 3 million, or$125,000 of additional interest since this project was delayed for six months. Mr. 4 Hartman noted that in addition, $1 million was to be taken from that Fund to be put towards this 5 project. 6 Mr. Zurbey stated these questions cannot be answered until the bids are received. Mr. Hartman 7 stated there needs to be a point where it is not worth building and rehabbing the building is an 8 option to consider. 9 Councilmember Hodson stated this is not an issue where the Council does not want to do it but, .10 rather, how it can be.funded and what the City can afford. 11 Ms. Dunn arrived at 8:18 p.m. 12 Commissioner Jenson stated his support to get bids so the Commission can know if there is an 13 issue about the cost. 14 Chair Jindra stated if people were educated about the type of building being discussed, she thinks 15 they would perceive what the Commission envisions. She asked if tours of the New Brighton 16 facility should be offered. Ms. Olivier stated a forum could be held where a presentation is made 17 and photographs presented of how the building will appear in Central Park. 18 Councilmember Hodson stated he believes this process is beyond that point, unless a referendum 19 is needed. If that is the case, this project would be two to three years out in the future. 20 Chair Jindra stated she believes the City should reapply for the $100,000 grant that was lost last 21 year since it was not a soccer field. She stated she thinks the City would have a good chance of 22 getting that grant. 23 Councilmember Hodson suggested the information on fundraising options be brought back to 24 staff. 25 Mr. Zurbey stated he believes the City leadership needs to be more involved in this project and 26 take some ownership in it. 27 Chair Jindra stated there may be a need for a joint meeting and stated her opinion that the City 28 Hall project should be delayed rather than this park project. 29 Councilmember Hodson stated the Commission should make the Council aware if they are 30 interested in funding a grant writer who can identify an appropriate grant for this park project. 31 He stated he thinks this is a good time to bid a project for construction next year.
