3.4 Community Issues Forum: Vision Statement Results <br /> Participants were invited to submit open ended vision statements for what they would like <br /> to see happen to the Apache Mall/Salvation Army Camp Site in the future, what issues <br /> need to be addressed and what should be the key redevelopment objectives. <br /> The most often mentioned component of the future vision relates to housing, with a wide <br /> ■ variety of different housing types and standards mentioned, including: affordable seniors <br /> housing; low density/single family housing; townhomes; no low-income housing; minimiz- <br /> ing rental housing; a mix of housing types; mixed-income housing; upscale condomini- <br /> ums; upscale seniors housing. Retail was mentioned by numerous people as being an <br /> important component of site. There was also considerable interest in an urban village type <br /> walkable development with pedestrian and bicycle paths, attractive streetscapes, green <br /> space, and trees. Keeping Silver Lake as a park area was also raised as an important <br /> outcome. Other ideas expressed in the vision statements were an outdoor community <br /> gathering space, increased tax revenue, office development, high quality construction, <br /> . avoiding overloading the school system, and making the area St.Anthony's downtown. <br /> 3.5 Smart Growth Principles <br /> The study area was selected as one of the six Opportunity Sites for the Metropolitan <br /> Council's Smart Growth Twin Cities Project, an initiative to promote a new and sustain- <br /> able model for growth in the metropolitan area. The principles upon which the smart <br /> growth initiative are based include planning for compact and mixed land use patterns <br /> that are sensitive to the environment and that offer greater transportation choices, <br /> designing human scale communities with people's needs and preferences foremost in <br /> mind, and creating community-based plans and designs using innovative public involve- <br /> ment methods. <br /> The St. Anthony Village opportunity site was selected because it offers the potential to <br /> develop a mixed-use community at a neighborhood scale and to serve as a regional <br /> . model for redirecting obsolete retail sites to meet contemporary needs. <br /> Northwest Quadrant Redevelopment Plan St. Anthony Village Page 3.9 <br /> ■ <br /> ■ <br />
