■ <br /> 5.2 Street Pattern <br /> ■ Use of Existing Access Points <br /> While the redevelopment area currently has a very poor circulation pattern that is dis- <br /> rupted by the presence of the shopping mall, the regional mall heritage of the site has <br /> ■ provided it with two signalized and two non-signalized entrances. In reforming the interior <br /> automotive circulation system first consideration should be given to maintaining these <br /> ■ four entrances as the primary and secondary access points to the site. Since the site <br /> cannot have access to the north directly onto Silver Lane due to existing development and <br /> . berming, nor directly onto 37th Avenue NE due'to existing railroad right-of-way and indus- <br /> trial development, the existing access points on the east and west edges are vital to the <br /> overall success of the development. <br /> Development of Roadway Spine Through Site <br /> In order to maximize the potential for the core land-locked area of the site a new major <br /> east-west roadway traversing the site will be required. This new street can begin and end <br /> at the signalized intersections of both Silver Lake Rd and Stinson Blvd with 39t'' Avenue <br /> NE, and is conceived as a four-lane separated high amenity parkway with planted me- <br /> dian. In addition to providing for automotive transportation, the boulevard will serve as the <br /> main transit linkage to the site. The roadway will also have an important symbolic value <br /> ■ providing a gateway entrance point into the new development, and it will visually tie to- <br /> gether the various elements along it. <br />■ Reintroduction of Grid Within Site I <br /> The site is large enough to require an <br />■ internal network of streets to provide q <br /> sufficient access to residents and visi- <br /> tors.
