The project will require a Rice Creek Watershed District permit as it is proposed <br /> within 1,000 feet of Silver Lake. <br /> 3. The project will also be required to have a storm water pollution prevention plan <br /> under the NPDES Phase H rules. <br /> 4. The City has storm water management standards similar to the Rice Creek <br /> Watershed District for rate control and treatment on newly developing or <br /> redeveloping sites. Therefore, the Developer should copy the City on their permit <br /> submittal to Rice Creek Watershed District. <br /> 5. The City will require a copy of the Rice Creek Watershed District permit prior to <br /> issuance of City permits for the site. <br /> V. Environmental Assessment Worksheet <br /> St. Anthony Village Northwest Quadrant Redevelopment Environmental Assessment <br /> Worksheet (EAW) was prepared to evaluate the anticipated environmental impacts <br /> associated with the redevelopment of Apache Plaza and surrounding area. This EAW did <br /> not include the proposed parcel of the Apache Medical Building. The development of <br /> this parcel could be seen as an extension of the redevelopment area included in the EAW. <br /> Due to this concern, the City has the following options for consideration: <br /> 1. The City could determine that the proposed development is not significant and <br /> therefore, does not require a revision to the EAW. <br /> 2. The City could determine that this project is a stand-alone redevelopment plan <br /> and does not reach the threshold for a mandatory EAW. <br /> 3. The City could require the discretionary preparation of an EAW to address the <br /> concerns associated with the impacts of the project on traffic, storm water, <br /> sanitary sewer and the water system. <br /> 4. The City could choose to revise the existing Northwest Quadrant Redevelopment <br /> EAW to incorporate the proposed changes to the Apache Medical site, as well as <br /> minor changes that have occurred within the Silver Lake Village redevelopment <br /> area. This revision to the EAW would address the concerns related to traffic, <br /> sanitary sewer, water and storm sewer. <br /> Based on our review of the proposed improvements, it is our recommendation, the City consider <br /> a revision to the existing St. Anthony Village Northwest Quadrant EAW.
