Some background information on Hess Roise is enclosed. As I mentioned, I have a personal interest in cemetery and landscape history, and our office recently nominated the Minneapolis Pioneers and Soldiers Memorial Cemetery at Cedar Avenue South and Lake Street to the National Register of Historic Places. Working with architects MacDonald and Mack, we have completed historic structures reports for Lawnfield (President Garfield's estate in Mentor, Ohio, for the National Park Service) and a variety of other properties. We propose a two-phase evaluation process, with MacDonald and Mack as subcontractors to Hess Roise: Phase 1 Hess Roise and MacDonald and Mack will do a preliminary examination of the building. We will record our observations with field notes and digital photographs. In addition, Hess Roise will conduct a brief literature search to explore the historical significance of the property. Based on this work, we will prepare a report summarizing our preliminary findings. The report will indicate: • Whether the property appears to be historically significant and has potential for listing in the National Register of Historic Places; • If so,under what criteria, and what additional research is needed to verify the preliminary finding; • A basic analysis of the building's structural condition and the feasibility of renovating it; and • What additional studies are required to develop a renovation plan. Phase 2 This phase would carry out the additional work outlined in the Phase 1 report.
