C. Authorize developer to proceed. With the property available for <br /> demolition and construction, the HRA would authorize the developer <br /> to proceed with his plans and improvements. Other minor area site <br /> improvements would also be scheduled and authorized. <br /> D. Project inspection/contract compliance. As construction and improve- <br /> ments proceed, constant inspection of progress and code and contract <br /> compliance would take place. Northwest would assist the City's <br /> Building Official in this regard, plus be responsible for develop- <br /> ment contract items which are beyond his typical jurisdiction. Periodic <br /> reports would be provided to HRA staff and Commissioners in order to <br /> keep them abreast of progress, as well as problems. <br /> E. Tax increment program administration. As the construction and improve- <br /> ment program continues, periodic reports and documentation must be <br /> prepared. A schedule of these requirements will be established <br /> and necessary work performed and submitted. <br /> ON-GOING ACTIVITIES <br /> The preceding stages and steps in the work program are orderly and pro- <br /> gressive tasks which must be accomplished. There are, however, a number <br /> of tasks and responsibilities which transcend the entire Phase I program. <br /> These items are highlighted below. <br /> A. Communications with area property renters/owners. As noted in the <br /> preceding chapter of the proposal , the maintenance of communication <br /> is viewed as critical to the success of the program. Throughout all <br /> stages of work, constant communication with area property owners/ <br /> renters is seen as necessary. It is expected that a formal means to <br /> achieve this objective will be to .continue the program task force <br /> which will hold periodic meetings. An "area" newsletter is also a <br /> concept which is -suggested' for total contact. On an informal basis, <br /> Northwest would also be available for phone calls to discuss individual.'s <br /> specific concerns and questions. Finally, continued personal , although <br /> informal meetings and contact would also be made with those persons- <br /> likely to be displaced by improvement projects. <br /> B. HRA communications. In order that proper policy direction is established <br /> and achieved, plus to assure accomplishment of the community's objectives, <br /> constant contact will be .maintained with the HRA Commissioners. This <br /> will occur through monthly written and oral reports, plus necessary <br /> meetings and briefing sessions. On an 'informal basis, Northwest would <br /> be available on a daily basis to respond to specific questions or <br /> problems. Typical daily and, at minimum, weekly contact will be made <br /> with the City Manager. This will keep him updated on work, plus <br /> 9 <br />
