C. Screening of developers and proposals. Following sufficient response <br /> time, proposals and qualifications will be reviewed and investigated. <br /> A summary form will be prepared listing evaluation criteria and <br /> pertinent comments on how developers and their proposals meet the <br /> criteria. <br /> D. HRA developer selection. The qualifying developer proposals and <br /> -evaluations will be presented to the HRA. These will be discussed <br /> and reviewed in detail with the staff and Commissioners. Following <br /> the HRA's acceptance of the proposals:, developers will be asked to <br /> make formal presentations and attend interviews. Based upon the <br /> written and verbal information, the HRA will proceed to select a <br /> • developer and authorize the negotiation of a development contract. <br /> STAGE III •- PROJECT ESTABLISHMENT <br /> A. Negotiation and sign development contract. With the assistance of <br /> the HRA staff and attorney, -a development contract will be drafted <br /> and submitted to the preferred developer. Points of the contract will <br /> be negotiated and refined, and upon general acceptance by HRA repre- <br /> sentatives and the developer, will be reviewed by the Commissioners. <br /> Assuming acceptance on the part of the HRA, the contract will be <br /> signed by the developer and subsequently by the HRA. <br /> B. Preparation and enactment of legal requirements. In conjunction with <br /> the HRA attorney and bond consultant, the required background informa- <br /> tion, exhibits and documentation will be established for the tax <br /> increment procedure. This material will be processed through re- <br /> quired hearings and meetings of the HRA, Planning Commission and City <br /> Council . Subsequently, the required documentation will be recorded <br /> and established with the County. <br /> C. Bond sale. Primarily within the jurisdiction of the HRA bond consultant, <br /> bonds for the project will be advertised and sold. <br /> STAGE IV - PROJECT IMPLMENTATION <br /> A. Exercise property purchase option. Upon receipt of capital , a first <br /> step of project implementation will be to secure the property for re- <br /> development and improvement. This task will be largely the responsi- <br /> bility of the HRA attorney. Northwest would assist as necessary. <br /> B. Organize and implement relocation. Those persons and/or businesses <br /> to be displaced would be recontacted and arrangements made for their <br /> orderly relocation. It is expected that. relocation would be phased <br /> and scheduled based upon the development and construction plans. <br /> Much of this work should, however, be a formality, as contact with <br /> the concerned individuals would be maintained throughout the entire <br /> process beginning with Stage I of work. <br /> 8 <br />
