CITY OF ST. ANTHONY <br /> CITY COUNCIL WORK SESSION MINUTES <br /> May 4 , 1982 <br /> The work session was called to order at 7 :10 P.M. , Tuesday , May 4 , <br /> 1982 in the City Administrative offices . <br /> Present: Mayor Sundland and Councilmen Enrooth, Letourneau , Marks and <br /> Ranallo. <br /> Absent: None. <br /> Also present: City Manager Childs and Police Chief Hickerson. <br /> 1. The first item of business was an informal discussion with the Chief <br /> of Police , Don Hickerson, about questions and concerns of the <br /> Council. <br /> a. The St. Anthony Fun Center was discussed. Some Councilmen <br /> related the substance of calls and complaints they have <br /> received over the years . . Many times substance may be lacking <br /> in the complaints and they may only be parents who are unable <br /> to keep their children out of the Center and away from the <br /> games . It was generally agreed that the Manager runs a clean <br /> operation and .he himself calls the police frequently to handle <br /> • problems and attempts to work closely with them. <br /> As a side discussion , the use of complaint forms was discussed <br /> as a means- of recording and classifying calls. This is a good <br /> recordkeeping function as well as a method to determine if a <br /> particular problem really has had "lots" of complaints . <br /> b. Chief Hickerson reported that there are two Police Reserves , <br /> that they will be receiving their final four-hour training <br /> session on Saturday, May 8th and will try to be scheduled for <br /> introduction to the Council at their May 11th meeting. He <br /> also stated that a possible additional Reserve Officer has <br /> expressed interest, but lives in N.E. Minneapolis . The Council <br /> generally agreed that such applications should be brought on <br /> a case-by-case -basis but that this particular one would -probably <br /> be favorably considered. Mayor Sundland also felt that Jim <br /> Schwartz (St. Anthony Bulletin) should be contacted for pub- <br /> licity on the new Reserves completing training. <br /> C. The use of MAPSI (animal patrol) services was discussed. <br /> Councilman Ranallo had a discussion with one of the MAPSI <br /> officers and. found that they pick up virtually no animals when <br /> on patrol. More often, they will pick up injured animals or <br /> those which have already been captured. It was felt that <br /> perhaps the Police could watch at-large animals more closely <br /> and issue tags when ownership can be proven. <br />
