Anthony took a strong position in opposition <br /> • to the recently adopted State Surface Water Management Act (Chap- <br /> ter 509 ) . Our opposition to the law was , of course , contrary to <br /> the position of the Metropolitan Council in advocating even more <br /> stringent regulations . <br /> The State Legislature is in a position of mediator between <br /> these conflicting interests . We feel that the resulting legislation <br /> at least repreSenL_o a sincere effort by our elected officials to <br /> provide an overall compromise which addresses the issues fairly <br /> and reasonably . <br /> Chapter 509 has become law and the City of St. Anthony must <br /> abide by it. We feel that the Metro Council is also honor-bound <br /> to do the same . We cannot accept efforts to "enhance" the law <br /> and we go on record strongly opposing any language in your draft <br /> plan which does not conform strictly to the State law. <br /> We are a community about 3 square miles in size which is about <br /> 95% developed. We are located in two counties (Hennepin and Ramsey) , <br /> two Congressional Districts (the 5th and 6th) and in two watershed <br /> districts (Rice Creek and the Middle Mississippi River) . Because <br /> we are fully developed , we find that efforts to require further <br /> planning and regulation are of limited benefit and apparently <br /> unlimited cost. We are unable to resolve this obvious conflict <br /> between cost and benefit , and continue to oppose ongoing efforts <br /> • to "simplify" the planning and implementation processes . <br />
