Agenda Item No. Reports-3b
Status : Informational.
•
MEMORANDUM
DATE: April 30 , 1982 _
TO: Mayor and Councilmen
FROM: David Childs , City Manager
SUBJECT: Proposed Surface Water Management Plan
I attended the Metro Council Public .Hearing regarding the proposed
surface water management plan. During the lZ hours of the after-
noon session the following cities/groups spoke against the plan
because of its financial considerations and its efforts to exceed
the requirements of the newly passed state law.
Association of Metropolitan Municipalities
Cities of New Hope, Bloomington, Moundsview, . Plymouth, Brooklyn
Park, Oakdale , Eagan, Minnetonka, Coon Rapids , Wayzata
Dakota .County
5 Watershed Districts
Fred Silberman - Professor of Water Resources Management, University
of Minnesota
Speaking in favor of the plan were :
The League of Women Voters
The Ramsey/Washington -Watershed District
The attached letter has been submitted which I believe summarizes
the feelings of the City Council as I perceive them.
It appears at this time that there is a good chance that the
Metro Council will amend their plan to conform with state law, but
I have an uneasy feeling that the Metro Council is planning to make
a strong pitch to amend the law in the next legislative session.
We should oppose those efforts if they materialize.
DMC/cjk
