Also attached are copies of minutes regarding dis- <br /> cussions about the original construction of the fence. It appears that the license <br /> cannot be denied on the basis of those discussions and that his recent assurances <br /> are such that , if he does what he proposes to do, there should be no future <br /> problems with this property. <br /> FISCAL IMPACT: N/A <br /> ALTERNATIVES: <br /> 1 . Approve the license and review progress. in the fall when the towing license <br /> expires. <br /> 2. Deny the license (not an action which would be very legally defensible) . <br /> 3.
