• MEMORANDUM <br /> DATE : April 30 , 1982 <br /> TO: Mayor and Councilmen <br /> FROM: David Childs , City Manager <br /> SUBJECT: Sroga Station <br /> --------------------------------------------------------------------- <br /> On Thursday , _ April 29 , 1982 , Larry Hamer and myself met with <br /> Mr. and Mrs . Joe Sroga regarding the visual appearance of their <br /> service station on Stinson Boulevard. The conversation lasted <br /> approximately 1 hour and 20 minutes . I found the Sroga' s very <br /> cooperative and anxious to learn what they can do to satisfy <br /> recently voiced concerns about their business . <br /> We reviewed damage caused by the City during construction of the <br /> sewer- diversion last fall and made arrangements to fulfill the <br /> responsibility of the City regarding repairs to the service station <br /> and adjacent properties : During this discussion we also discussed <br /> the possible enlargement of the automobile holding area which would <br /> allow parking of some of the tow trucks behind the fence as well as <br /> all towed cars and, if space is available , those cars owned by local <br /> people which have been dropped off for repairs . <br /> We discussed concerns about advertising cars for sale on the front <br /> boulevard. He stated that this is something that he allows his <br /> customers to do and does not make any money from it. He agreed not <br /> to continue the -practice in the future . <br /> Mr. Sroga intends to paint the station later this summer and to <br /> install a board on board cedar-type fence across the front of the <br /> storage lot. Ground disturbed by the City during construction last <br /> fall will be re-seeded by Mr. Sroga in the next few weeks and he <br /> increased his clean up activity to improve general appearance of <br /> the property . He states that because he lives across the back from <br /> the property he is also concerned about its appearance and will <br /> continue to try to improve it. <br /> Because of high interest rates , Mr. Sroga will be unable to install <br /> the new fencing until July or August, but states that he fully <br /> intends to do so. <br /> I recommend that the service station license be granted and that <br /> Mr. Sroga be given time to comply . If adequate progress is not <br /> completed through the summer , the towing license is up for renewal <br /> in September. I am currently researching our position with respect <br /> to the license and will report to you in the near future . I believe <br /> that Mr. Sroga is a man of his word and we probably can expect that <br /> things will be much better by September. <br /> DMC/cj k <br />
