11
• EMS MEDICAL ACTIVITIES
One of- the priorities in our EMS system- is the education- of St. Anthony's
citizens in first-aid,'-and CPR. Statistics indicate that we are
achieving a degree of success in this area as 'a number of students
has been increasing over the last few years. The main factor in the
high number of- first aid- students is our involvement in the high
school program to train all 8th and 10th grades in first aid and
CPR.
Another successful program we offer is our free blood pressure service.
During 1983 we took 573 blood pressures for' the citizens- in this area.
In many cases .we. discovered problems that otherwise would have gone
undetected.
The St. Anthony Fire Department continues to participate in a nation-
wide study of the effectiveness of using automatic external defibril-
lator/pacemakers in out-of-hospital cardiac arrests. Preliminary
data seems to indicate these devices should have a positive effect
in reducing out-of-hospital cardiac arrest mortality.
During the fall of 1983, we started the process of recertifying the
department personnel according to State of Minnesota guidelines for
"first responders" . This process: should .be completed by spring, 1984 ,
with 100% compliance expected. This recertification, along with the
recent training for the police department, should continue to ensure
• the community with some of the finest care available in a non-
transporting phase of emergency care.
The 911 Emergency Telephone System may have increased public knowledge
of the emergency care offered by the Fire Department. This is evident
by the fact that the Fire Department is responding to calls that in
past years may have bypassed portions of the emergency medical system.
CIVIL DEFENCE/Er1ERGENCY -OPE?ZATIONS . (Federal Emergency Management
Association),
During 1983, Emergency Planning efforts focused on updating the Main
Emergency . Plan. Officials of Hennepin County Emergency Preparedness
informed us of their plan to streamline the County's .plan, which would
condense the local plans . We are awaiting direction from the County
before continuing with the update of our plan.
A Civil Defense western academy will be sited at Carson City, Nevada.
This site, along with the Emmitsburg, Maryland site , will make avail-
-able two training locations.
According to Hennepin County, the radio activated siren conversion
will occur in 1984.
'. As Civil Defense Director, Chief -Entner attended the summer Ramsey
County Civil Defense meetings ,to garner new ideas and keep abreast
• of their activities.
