1W , <br /> City's Water Contamination <br /> March' 8, 1984• • <br /> Page Z . <br /> i'n summary, the letter states that the Minnesota Department of Health feels that <br /> " Well #3 .is not a' reliable source of water and recommends that it be removed from <br /> service. We have not used Well #3 since last- fall because Wells #4 and #5 ade- <br /> quately supply. the.City during winter.months., but we will have a problem this, <br /> summer if we are unable-.,to use Well #3• <br /> 1 . Until, the order to shut down Well #3 was made, we were not yet eligible for <br /> . .federal assistance. With the letter, we may now apply to EPA for help. <br /> The requirements of EPA for funding are likely to be: <br /> A. That the City first institute conservation measures , i .e. , sprinkling <br /> controls, etc. <br /> B: EPA is then likely to provide temporary water through the summer to make <br /> up the difference between the C'ity's needs (after implementation of1con- <br /> servation) and the water available from Wells #4 and 15. It is H ke.ly <br /> that this will take the form of connecting part of the City with the <br /> Roseville system. The extent of increased costs to the City from these <br /> actions is not yet known, but at a minimum there will be a loss in revenues <br /> due to the lawn sprinkling controls because less water will be °pumped <br /> during the summer. <br /> 2. The State officials also recommend that under current circumstances the City <br /> wait to implement permanent measures. until the $1 .7 million EPA study is <br /> completed in the spring of 1985. Their rationale is that federal reimburse- <br /> ment for expenses incurred prior to their authorization of those expenditures <br /> is highly unlikely. <br /> 3. They also indicated that because of the requ.irement .that the City close Well #3, <br /> that we may be eligible for a H.U.D. CDBG grant of up to $600,000 (like New <br /> Brighton received) in the 1985 funding cycle. <br /> City staff concurs with the recommendations of the State staff and requests that <br /> the Council authorize application to EPA for temporary assistance for the summer <br /> of 1984 and possible the summer of 1985. We further recommend that based on <br /> current information, the City wait to implement permanent solutions until the <br /> Superf'und study is complete. <br /> DMC/cj k.. <br />
