minnesota department of_, health
717 s.e.detaware st. p.o.box 9441 minnea olis 55440 " •
(612)623.5000 .. ...
February 29, 1984.
1984.
St. Anthony City Council
c/o David .Childs, City Manager
3301 Silver Lake Road
St. Anthony; Minnesota 55418
Gentlemen:
In response to Mr. Child's letter of December 21, 1983, staff of the Minnesota
Health Department and Minnesota Pollution Control Agency reviewed the "New
Brighton-Arden Hills-St. Anthony Areawide" groundwater contamination issue
with respect to the reliability of the St. Anthony water system. This review,
based on analytical results, extent of contamination, location And7z6nstruction
of wells, etc. , has resulted in the following recommendations:
a) Wells- Nos. 4 and 5 .have shown a very low or non-detectable level of contami-
nation and, therefore, appear to be acceptable sources of water supply
at this time. _
b) Analytical results from well No. 3 have indicated a gradual , but steady, •
increase in the concentrations of' contaminants. T.he: analytical. results '
obtained during 1983 indicate that the level of 1,1 dichloroethylene_ in
well No. 3 consistently exceeded'the drinking- water health cr.iteri.a level,
of 0.33 ug/l (ppb). Other contaminants in the well are trending upward
and may also exceed health 'criteria in the near future. In addition, samples
collected from the distribution system, when well No. 3 is operating,- indicate
levels of 1,1 d tchloroethylene,im excess of the health criteria. Based
on the construction of well No. 3, the past analytical results., and the
apparent effect of well No, 3 on wells Nos. 4 and 5, the Minnesota Health
Department recommends well No. 3 be removed from service.
If you have any questions, please communicate with Richard Clark (623-5227)
or Gary ;Englund (623-5330) of, my staff.
:Sincerely yours, -
ister Mary adonna Ashton
:Commissioner of Health
SMMA:GLE:mrs
cc: Dick Clark
Dave Gray
Gary Englund •
Jim Nye
Steve Lee, MPCA
Dr. O'Malley
Ray Thron
an equal opportunity employer
